"Kompromisszusatz 6 des Trautmann-Vorschlags bezieht sich auf Artikel 33 der Harbour-Vorschläge, in denen er die 'Kooperation' zwischen den Providern und den Medienkonzernen vorschlägt", so Monica Horten zu Diese Kooperation könnte so aussehen wie das in Frankreich auf den Weg gebrachte "Loi HADOPI" alias "Three Strikes Out", bei dem die Provider dazu verpflichtet sind, ihren Kunden den Zugang zum Netz zu kappen, wenn die Medienindustrie und eine zentrale Internet-Kontrollbehörde das wollen - ohne Einschaltung eines Gerichts.
