"The link between DPI and the Telecoms Package was recently explored at the European Parliament in a seminar, and UK academic Monica Horten, presented a paper there on the dynamics. She maintains that uncontrolled use of DPI is a real threat to Internet freedoms and that just its use on the network has implications for all Internet users - not least because its deployment exacts a performance penalty for every user."
