Big tech accountability? Read how we got here in The Closing of the Net
I was honoured to be invited to present at the Ukrainian Internet Governance Forum (IGF) on 30 September. The panel was Internet and Human Rights. I spoke about how blocking and filtering technologies enable interference with freedom of expression and how the collection of communications traffic data engages the right to privacy. It was a great experience to make such a presentation in a country that is
building up its democratic institutions, and seeking to learn how European law functions in this context. I learned that Ukraine is taking its first steps with data protection law, and wants to improve broadband coverage. I also found out that it is being lobbied by the copyright industries who want a new law for enforcement on the Internet, without a court ruling.
My slides were translated into Ukranian which was an interesting challenge as a presenter. The slide pictured is explaining the European Convention on Human Rights – Article 8 – right to privacy, Article 10 - right to freedom of expression, Article 11 – right to freedom of assembly, and Article 6 right to due process. I was pleased to get some very nice feedback and very much enjoyed the day.

Iptegrity.com is the website of Dr Monica Horten. I’ve been analysing analysing digital policy since 2008. Way back then, I identified how issues around rights can influence Internet policy, and that has been a thread throughout all of my research. I hold a PhD in EU Communications Policy from the University of Westminster (2010), and a Post-graduate diploma in marketing. I am on the Advisory Council of the Open Rights Group. I’ve served as an independent expert on the Council of Europe Committee on Internet Freedoms, and was involved in a capacity building project in Moldova, Georgia, and Ukraine.
